how can i locate bounty managers and apply for translations?

You can find all bounties and bounty managers in Bounties (Altcoins) thread. Normally the bounty thread is started by bounty manager. The bounty manager explains about translation campaign rules etc in the bounty thread. If you wanna contact that bounty manager you can send a PM. Some bounty campaigns have telegram groups. You can contact bounty manager via their telegram groups.

When choosing a bounty campaign for participation, look at the person who created the topic. Most often this is the bounty manager.

Firstly, you have to know what projects you will work for. You can access to Bounty subforum and find it. Every projects has different mission. On a bounty topic, you can see translate mission. And it will have a form which you can fill in. So you can apply for translation.
