A Moscow court ordered telecommunications companies to block Telegram in Russia after the chat app refused to grant intelligence authorities access to users’ encrypted messages, in a blow to the company just weeks after it raised $1.7 billion from investors.

Read the new but couldn't find any indication of how they'll enforce this. Is there anything known? Since Telegram has an API, banning the app alone wouldn't do any good. Banning technology is one of the hardest things a government can attempt if they simultaneously want their industry to flourish and at the same time stay competitive.

They will block IPs belonging to telegram. So links will not work, maybe some other problems. Anyway turnong on VPN on your phone will fix it eventually. So no one cares about this ban.

Its just cosmetic.
The whole world is at very important crossroad now.  Either everyone is complete free form governmental tyranny or a world wide dictatorship.
I believe the former will prevail.

this is really true.. i have a lot of friends from russia and their the one who inform me 1st.. not theyre using VPN just to use telegram.. too bad lets hope this will be fix

This ban only for showing Russian government attitude for telegram. The same situation was in previous year in Ukraine, when president ban Vkontakte. Telegram users in Russia will instal VPN and continue use telegram
