Seems right. No company can provide a card which will work on any country as the laws of the country from where it is being used has to be adhered to.

Even if they issue a card, the Visa, Mastercard, etc. will decline the card during withdrawal in a country where they don't have the legal permission to operate a card issued in the name of a citizen of that country. It is a typical problem now a days many debit card users are facing with scam projects, they just issue cards regardless to the countries where are not permitted to issue cards.
