if I have created a new cryptocurrency is there a middle man that can help get this cryptocurrency on all or most exchanges for a fee. Otherwise can someone offer advice on how to do this yourself?

If you can create a new coin with better digital you have to do very very much thing to create a ICO for it

You've asked a serious question. I'll try to give a decent answer, though I'm not an expert in this. You're not going to like it though.

It costs exchanges money paying support people who take time to set up every new coin they list. They need to vette it and the software it is running on, and understand any unique features it has so they don't lose customer's money or screw themselves up. They need to update the code of their exchanges to list the new coin. This all costs quite a bit of money. And with rare exceptions, that means they expect you to pay, up front.

It used to be fairly modest amounts, but now I'm seeing numbers like 100 BTC or more to get a coin listed on medium or larger exchanges. Smaller exchanges are cheaper because they are hungrier for new coins that will hopefully bring in new customers, but it still requires a significant budget. And they aren't going to want to be paid with worthless shares of a worthless coin if it has no established market, so forget about offering them 5% of the coin supply you created or something.

Frankly, you first need to work out how to establish that your coin has any kind of value with a community of people who hope to use it. If you can establish such a community and prove someone is willing to pay something for your coins you'll have a shot at being listed on small exchanges if you can afford the listing fees. But even if you have the listing fee they probably won't list a coin that has no community supporting it and no prospects. That's my impression anyway.

Developers will need to pay some fees for these new altcoins to get listed and some of those developers doesnt want pay the price which is why they dont have any good exchanges yet,though it isnt necessary for these new altcoins to be listed,the coin will surely grow when they have paid the right amount of money to these exchanges.

There is a way - Public voting. But, I highly doubt that your coin/token will win since it needs a lot of community support.
Even projects with a good community loses because not everyone are capable or willing to spend their time to fill up requests/voting form.

You have no choice but to spent some money or forget about your plans.

You could try to get listed on some exchanges with lower volumes such as https://stocks.exchange/ , https://crex24.com/ , https://komodoplatform.com/decentralized-exchange/, https://tradesatoshi.com/ , https://www.bibox.com/ ,https://gate.io/ , https://www.coinexchange.io/

Although I am not sure if these charge and what is the cost. Sadly there aren't much choices other than building the community and developing the coin in the good direction and then to let the exchanges notice the surge and add it eventually.

Yeah that is other way to be listed, but there is a compensation from this solution: the coins will be difficult to be uptrend as low transaction volume. In longer time slowly but sure, the coin/token will be dead. That's why usually the community expect the coin/token to be listed in big exchange, and developers sometime avoid this as the cost is very big for small budget. No Pain No Gain....

when we talk about having a community behind a coin, what are we talking exactly about? Is this users, enthusiasts, developers and how many people are sufficient to call it a community? Are there any other elements that I'm missing that would make a community? Where does this community need to exist? On forums, social media, github, etc?

Also what would a proposal to an exchange contain?

No, no one can help you to do this.
If someone tell you that he can, then he is a lier. some exchanges ask for money to accept your coin.
Other exchanges will never list your coin unless it has a sufficient volume trade.
A new coin can't be listed on all exchanges, it has to prove it self first.

Not really, all you need is persistence and dedication from dev team and community behind certain coin/project. Easiest way is to try to get listed on some decentralized exchanges, which is what tokens on ETH network do and where they are getting their volume, although there is lack of those when it comes to other coins not based on ethereum blockchain or waves etc.

Thing is if it was easy to list your coin on any exchanges then it would be easier for you to try to pump it and develop till one point when you sell all yours and leave the project. Of course its hard and this is something a lot of dev teams face, but they must overcome this problem by developing their coin/blockchain/project the best it can be and to create the demand.

It is much harder to break through now than it was few years ago when you could get listed on popular exchanges a bit easier, but with huge competition in the space it becomes harder. So exchanges do what they can to take profit but this doesn't mean if your coin is not listed on any exchange that it will die out. Lets take a look at IOTA for instance, they've been trading their IOTAs via slack if I remember well, before it even got to popular exchanges, so persistence is the key I do believe and if you develop good product (with community help to market it) everything else should follow.
