Do you have to be a certain rank to be able to give (and get) merit points? Can someone give me the cliff notes on the system?

You do not have to be a certain level to give smerit or get merit. Merit is what you receive and smerit is what you give. You obtain smerit by either being an initial merit source(which are assigned by admins) OR getting merit from others(you earn .5 smerit for every merit you receive)

Merit are given by someone to you post. Actually you need made quality post to earn merit. But I think not only post quality, but also must be interesting. Like this https://bitcointalk.org/index.php?topic=3312998.msg34587495#msg34587495 . I get 1 merit only with such post  Grin

Long story short: make valid posts of some better quality. It actually helps. There are several ways how you may be rewarded with merit for that.

That was from me and it was because your post was endearing/made me laugh.

I try to stress how important it is to display personality in posts because while someone may have the same exact opinion as you do, personality will set you apart. The forum is filled with people who know as much and more than we do about the crypto community, so we need  to find a way to stand out while still contributing something that others may not.

Make a post with a theme that you think will benefit others and do well for the community and not violate the rules of the forum. And you will get merit if your posts are useful
