I recently came to know that the Indian sub-board's moderator had been removed and I wanted to report a spam post from that section.
So, as the title states What happens to "Report to Moderator" incase the Board has No Moderator ?
I guess, the global moderator handles it ? What if he doesn't know Hindi (or Korean or Croatian because they don't have moderators atm), how would the reported post be handled ?

It will go into a queue of reports available to global moderators and admins to handle. If you repot a post made by a newbie, patrollers can handle it.

I did not know about the patrollers. Who are they and what are their functions? Do they work as moderators, but with a smaller decision-making power?

I did not know about the patrollers. Who are they and what are their functions? Do they work as moderators, but with a smaller decision-making power?
Moderators will be patrollers when they are first hired and will eventually have a section to moderate, at which time they can moderate posts in their section by anyone and posts by newbies in any section.

Some people will be hired for the purpose of moderating a specific section, such as a local section.

Reports are seen by everyone with jurisdiction over the post. As Quickseller mentioned, this will always include admins and global moderators, and may include local moderators and/or patrollers (who have jurisdiction over all newbie posts across the whole forum).

If you think that nobody who sees your report will be able to understand the reported post, it'd help if you include a very short summary of what they're saying along with the usual report reason.

That's weird a little bit...

During ~3 months one troll/floodster with offensive language offended users and developers of this topic (until they created self-moderate topic). There was a few hundred reports from different users, but there was no reaction from the moderators.

I do not wrote this post with claims or demands, just wanna to understand the policy of the forum.

Depending on what you mean by "floodster" offensive language alone will not result in the post getting deleted or the user banned. The developers did the right thing in terms of creating a self moderated thread.

If you ever want to know why a report wasn't handled/marked bad then you can contact a moderator. It's up to them if they answer you or not.
