Johny, I know you can be a bit 'feisty', so please take this comment in the spirit it meant (polite disagreement). Addressing the two clauses of your sentence in sequence:
1. A lawyer, who you are paying money, will listen to your grievances then match them to laws within the statutes that have been broken but 'authorities' will not. It may be different where you live but trust me in 'latin' countries especially, they are not waiting for your call, ready to hand out advice. Italy especially is
highly bureaucratised - getting a car registered is similar to the seven levels of purgatory. A case of this complexity....
2. That's quite a claim. My instinct would be to agree with you. But once you enter the legal world you have to
know. I certainly don't know the ins and outs of criminal law regarding fraud in Italy, the SAR of Hong Kong (and I used to live there) or mainland China.
