4月14日，国务院发布《关于支持海南全面深化改革开放的指导意见》。意见说，海南要构建以观光旅游为基础、休闲度假为重点、文体和健康旅游为特色的旅游产业体系。要在海南鼓励发展沙滩运动、水上运动、赛马运动等项目，探索发展竞猜型体育彩票和大型国际赛事即开彩票。

【海南将为进一步扩大免签创造条件】对于外国人入境管理方面的改革与创新方面，《意见》明确提出，加大出入境安全措施建设，为进一步扩大免签创造条件。
