Verification for what? I don't get the point what you are asking for.

If you are asking for new gmail account verification,I don't think it is necessary now a days we can skip the number verification system while creating new gmail so you can do unlimited skips as long you are creating new gmails.

no. these days gmail or any email like yahoo is now verry strict when it comes to signup process and they now requires their users to provide a valid cellphone number . You need to have a working simcard inserted on the phone in order to recieve the verification code via the sms or call and then you need to input that code on the sign up process in order to complete it.  

Are you sure we need the mobile number to create new Gmail?

Recently I created a new gmail through android application and it doesn't ask me mobile number for this purpose.So the terms of gmail maybe different from country to country I think.

Through the web-based now they are asking for mobile verification in order to control the flow of people registering more account continuously. I think with one mobile number we can register multiple accounts but after sometime it will oppose.

I did create and verify relatively large (30-50) number of accounts few times. It's a time consuming procedure, so lately I prefer to buy verified accounts in bulk.

Go to blackhatforum where many people are selling all kinds of accounts like facebook, twitter, Instagram and including verified Gmail accounts as well. I know you might be using these accounts for youtube video promotions but still you can get these quality accounts if you can pay them a decent amount.

Fiverr will be another option but not sure about the quality and surely you will get an account at a very cheap price.

I think the verification will be needed when the account creation happened simultaneously with small time interval.Because to stop the bot creations but it will not be problem if we create the more Gmail from same IP with much time gap or using VPNs.

In my country sometimes it asks me the mobile number verification but most of the time it does not as we have moved our email domain to google servers so we create as many accounts as we want for new employees.

It is not free of cost anymore this way, in the beginning was free , now they ask 9 Eur for an account monthly.

You might check digital goods section specifically invites and accounts section here i saw some people providing this service, It's really simple to make lot of gmail account but people are just too lazy to do this task that's why they bought the account in bulks.

Yes you are right, google will detect those who trying to create multiple accounts, the alternative way is buying gmail account from other people or purchase number card and create the account by yourself.

well... after verified by sms and entering the pin code, you don't actually need it anymore
after gmail/google account registration completed, you can remove/change/disable link to that phone number, can't you?
then you can add another email address and set as default recovery method instead of phone number
and if I'm not mistaken you can even recover account by using connected/authorized mobile device

Yes,we can recover the account if needed by adding a secondary email into it,but I never asked for mobile number while creation for gmail and it has skip option too while the creation of gmail through mobile application.
And we also have the option to add or edit the mobile number after creation but I think if we edit the number it may ask for one time password from the old number.

Same here Google doesn't require me to have put any mobile number for my account. I remember what I did back then was change the country if you don't you'll get asked for a mobile number. OP could also use a vpn if the first thing that I said doesn't work for him.

Yes you are right,OP can done this job by installing VPN software on mobile or in desktop and even lot of VPN applications are free so he can done this job for free. There are some popular free VPN softwares are HOLA and betternet try this and create gmail with it bro.

I'm wondering if google does planted some cookies on your PC then it just means that your PC is using the same IP and that's why they have to ask some phone numbers for verification but i am not too sure about this since it is just my theory since google is too advance when it comes of assistance to their clients.

Creating a lot of gmail is just like a spam, created in the same day with the same IP but if you are using a VPN for every email that you are created it might be different. And also, i think it really base on every country's rules, perhaps with the same IP's.
