While your riser can take up to 70w, it doesn't necessarily mean that it does. Mining with a 1060 should pull around 70-90 watts from the wall (depending on you OC settings) and that is already including the riser power. If you are simply trying to run a 10-GPU rig, assuming based on the number of risers you have, you should be fine with those 2 PSUs. I've been running a 12-GPU mining rig on those exact PSUs myself.
However you should really take time consider if you want to get into mining at this point in time. There are now so many risks stacked up against you with ETH asics, increasing difficulty, threat of ETH-POS, etc.
With regards to server PSU noise, it should be negligible if you run them at least 25% below their maximum capacity. Consider that too if cheaper server PSUs are available locally.
