We wrote a paper, "Social Network Analysis: Measuring Productivity of the Bitcoin Open Source Community," and since it took a lot of effort and time we want to offer copies for some BTC. 

We believe the findings are useful for investors, people involved in bitcoin development, and others developing similar communities.

What is the easiest way to put up the PDF and ask for payment using BTC?

One option is a link shortener that shows an ad when someone visits your link and will give pay you a little for each visitor. Not alot, but at least nobody will have to pay you. I dont know if there is exactly what youre looking for. Maybe set up a shopping cart on a website that accepts bitcoin and automatically send them a link to the report when they successfully pay.
