In our final run of Chili boards we had some excess stock of PCBs, so we teamed up with CanaryInTheMine to provide the BFL ASICs needed to finish those boards with the intent to auction them off.
See the Chili thread itself for more details on the boards.
We now have 17 boards that will be sold.

No, that's part of our test and verification setup.

Do you recommend that setup and provide the part/vendor of the fan itself?

I probably wouldn't recommend it. The testing heatsinks (Arctic Cooling Mono Plus) were primarily chosen because they're very easy to get on and off, they're actually a little expensive for the performance you get, especially since you can get the bigger Arctic Cooling Twin Turbo II for the same price is you want a GPU heatsink.

I've posted it a couple times in the Chili thread, but it's extremely hard to beat the value of the clearance Antec Kuhler Shelf
My cooling setup uses two of them (one as a backplate/VRM fan) cost a hair over $25, and it works stellar. The bottom one keeps the ASICs pressed nice and tight against the actual heatsink, and makes a great stand to hold the board up.

that's what they are, yes.

is "bobsag" a shill bidder?  that can't be for real, right?

i'll offer the lowest of USD $400 or 1 bitcoin for two of them, based on the price of BTC when auction ends on Monday

No, there boards are fully populated and come with the ASICs. Place a heatsink and plug them in, and they're ready to go.

No, from what I know, he runs hosting and quite a few group buys.  It's a legit bid AFAIK.
