Even if you don't charge for it screwing things up may damage reputation of your customers.
His reputation actually can be damaged if he did something wrong. I'm not against with someone, newbie, jr. member or any rank that wants to work as a campaign manager, you're all free to do as long as you are complying to the forum rules, obeying and being a model to your participants since you are representing a company.

Just don't let yourself involved in something sketchy and shady projects / companies.

If someone hires to you be their campaign manager, make sure that you'll escrow funds with a trustworthy and reputable person in the forum to secure the rest since you are offering it for free.

Just wondering if im allowed to offer signature campaign management or is there a strict requirement for this Service

Obviously no, since 1. You don't have enough knowledge on how to run the campaign smoothly, 2. your rank will not suitely recommended to do so since you have huge restriction regarding on post time matters, 3. Your reputation is questionable and people as well with companies are getting hard time to gamble there project and efforts on you. So as other's says its really better for you to spend more time in this forum and grow with good reputation so that you can be trusted to handle the camps in future arounds.

For me , i think ranks wont really matter because ive been experienced to be scammed before many times and most of those campaign manager are high level ranks specificially hero member and legendary memeber. i also joined a campaign that has been managed by a junior member and a member rank as well but guess what? Those campaign were still be able to pay me .  So overall i can trully say that rank and status doesnt matter , what matter the most is if the funds are securely escrowed or not.

Possibility of damaging his own reputation is obvious but it's his customers I'm worried about.

You want to be a campaign manager. Right?
How easy or difficult it is depends on you. Atleast some people have been doing it well and are diligently delivering.it takes time, concentration, expertise and a diligent attitude to be best at it. Its a good idea dude, but please those lazy managers are really giving us problem. Better don't be one.
