You can give Merit points by clicking the button at the top right part of a post beside the quote button that says +merit. Anyone can give Merit points as long as you one some available. You can check your profile for that and look for the amount of sMerits you have. You can give any amount as long as you have it.

Yes, there is a limit to the number of merit you give per poster. Here is a link to the screenshot from the above poster on all you need to know about merit.

And if you have sMerit and want it to be given on the someone posts, there is "+merit" button on the top right corner of posts.
