I did not see an explicit statement from the team on countries which could not participate. But as a general rule these days citizens of US, China, Iran and North Korea are not encouraged to participate in ICO's. Hard cap is far away but my gut says they should be around $22 - $25 Million.

It depends whether we are talking potentially about a security or not and since that isn't 100% clear in many cases the countries you mentioned are often excluded.
