I think you need a certain amount of hours logged in before you can post elsewhere

Yes. I think you need at least one meaningful post and a few hours of browsing. At one point after the forum went offline for a week all newbies were being manually approved. Not sure of the status now. But I find the best posts in the newbie section anyway.

You can only post in newbie section until you have at least 1 post and 4 hours online...

To be clear to post in other topics did you mean to say just 1 post and few hours browsing is enough? I think the main idea behind browsing is that the newbies to be familiare with the different sections of the forum to communicate better and easily.
