Depending on the project, But so far that I find most are bounty hunters than investors on some project. Maybe you can do your own search to get better results.

Investors are larger than bounty hunters , cause some bounty hunters are investors too.  If you  could notice that some ico  with whitelist program the participants is almost 10k and bounty  hunter is lower.

i think bounty hunters are more. Because most people want to earn without investing any money. I think it is normal behaviour of any man. at least he will say that lost no money in case of scam project. and so many careful people as well. I can participate a lot of bounties, but if it comes to investing money - this amount will swiftly decrease.

Bounty is trying to earn money by joining social media and signature campaigns without knowing the money. who are often poor or middle-class people to ask.

Generally, I think investors are usually more than bounty haunters, bounty is always a smaller percentage (sometimes as low as 1%) of the total token and participants are limited to a certain numbers, but the numbers of investors are usually not limited and the percentage is far higher than bounties (can be as high as 70%).

Therefore, when you combined Private Sale, Pre-ICO and the main ICO sales, you will probably get a high number of investors than the bounty hunters. However, it is depended on the objective of the project as regard what they want to archive with the project and how they plan to distribute the token.

Just come to think of it, some projects raised $5m , $10m , $15m , $20m , $25m or even way higher than that....

Bounty participants on a single project averages 500 people (includes all bounty programs) or even less. Let's say on a single ICO, they managed to raised $5,000,000. I doubt only 500 investors participate on that and will spend $10,000 each of them. Well for let's say it's possible how about those who raised $10m or higher than that.

If you asked that because of "dump", don't blame bounty hunters for that because overall bounty allocation is just having a small percentage on a whole token distribution.

Well that is just a case. There are projects who didn't able to reached even their softcap and have lots of bounty hunters joined their bounty program.

I really think that it depends on the project itself and how the whole team manages it. If a lot more people loves the project and sees a bright future then I'm pretty sure they're going to invest on that project and hope to earn more from it compared if they do the bounty program.

Example of a successful ICO that collected with a soft cap of $5,000,000 while having 200-300 participants that will share the pool of $100,000. Then whom you think are more? bounty hunters or investors? But it can also be a thing that there's a single investor that will invest $1,000,000 alone.

I think investors are more because some bounty hunters are investors as well. But it varies within the project itself.

Bounty hunters: For some one which doesn't have many capital and want to earn money without spend money but have much free time.

Investor: People which have big capital and want to earn money with low effort and without spending much time.
