This sounds like an idea that seems fun and good on paper, but is never going to work.
Let me get this straight: Your app basically allows people to report "potentially dangerous situations", and in return they get a fee if there is indeed something prevented or do they just in general get a reward?
I'll just go to a concert/even make 200 pictures of people's backpacks, and the festival managers are going to check all 200 of them?
Your idea seems extremely far-fetched, don't you think? What am i missing?

Users are only rewarded if their reports are verified by personnel and response partners. While there is the concern that users will file false reports and abuse the reward incentive, we have developed a 'User Trust Rating' system that allows those responsible for the well being of event goers to gauge potential incidents of abuse, as well as a mechanism to 'Report Abuse' similar to some social apps you may be familiar with.
