I would consider yes because though I was born in 2003, I do remember the Snake game for Nokia 3310 which I've played first time in 2006 on grandma's phone. My first video game in my life. Back then you had only WAP on phone instead of Internet, although I never used WAP because I didn't owned phone back then. I grew up on computer in 2000s instead of tablet in 2010s.

Am I millennial or Gen Z'er? Which would you consider me?
