Your gas limit is too low
Gas limit 126000  and 2 gwei seems to work fine

But with 127 000 gas limit and 2 Gwei gas price, the transaction costs only few cents

Absolutely not wasting any gas on airdrop which is worth $hit. If you don't have that much money to distribute airdrop then you shouldn't be doing it even.
