The way you asked the question theres only one way, a lot of money.

You need a development team, professional system admins, customer support, marketing and eventually a legal basis depending on how you set it up - all of this costs money / manpower.

Visit cryptocurrency legal adviser in your country for better procedure and once that went well you can hire group team which I believe you can easily find through LinkedIn/github and you also need KOLs also. Coinbase was funded by a (albeit) private investment round themselves, so it's not really that far off. I think an ICO is quite similar to that and many "D-exchanges" have held ICO's to fund their project.

So it's definitely something you could look into, however the market/ICO's for these kind of projects is already extremely flooded. I myself personally would never invest/speculate by buying into such an ICO, considering how many of them are/turn out to be scams.
