Might be worth crossing out the non-paying/non-responsive Paypal orders, as it's getting pretty unlikely to collect from these people:

Then we can see where we really stand and how many orders are need to complete this GB.

Maybe we should switch to a first pay, first served system?  Calculate how many USBs are left, divide that by the amount left that we need to complete.  First people to send in their payments get the USBs, anyone who sends too late just refund their payment.
