I think the article is a bit wrong:

So, out of 300 millions half of it has been lost in ponzi schemes and fabulous ICOs, while the other half of 150 millions is invested in ICOs that are going to zero during this year

Should be:
The association of shills believes that the Russian people can be fleeced for another 1 to 1.5 billion this year.
Decisive actions that I expect would be forming a body of volunteers that analyse ICOs based on information that cannot be gotten and ranking is with recommendations with that there is repository of information on investment decisions.
