There is no best exchanger only better than another. And that deposit suspend only to resolve exploitable bug in multiple ERC20 contracts. but poloniex and hitbtc allready reenable their deposit option.

I think it's unequivocally Binance. Very good exchange, very large volumes. There are also Kucoin there are slightly smaller volumes but there is a greater choice of coins

As others have said there is no best exchange as they all trade in different crypto. I've used Bittrex, HitBTC, Livecoin and Idex all without problems. I'd say out of those 4 HitBTC had the worst GUI and longest time when depositing / withdrawing.

Bittrex is good for exhange since it is fast and it offers low withdrawal fee, the only downside in using bittrex is that you'll need to get verified first before you can actual withdraw your token, other than that there is no problem.

But if you're new i'd recommend KuCoin or Binance.

For me there are many good exchange you can use to in order to trade the only thing you need to consider is the volumes of traders, the transaction fee and the security of your funds so if you want to trade always try to register 2fa in your account so that it can be saved from hackers. I will recommend coinexchange since it has smaller fee and easy to do trading there.

I use only 2 exchangers, Bittrex which I never had any problem and Bter which is now closed + I had a few issues with them, delayed withdrawals and so on. Bittrex is a major go.

The only exchanges I have not had any issue with are Binance, Bittrex and Tokenstore. On HitBTC the fees are ridiculous and Poloniex had my funds for 3 weeks after I requested a withdrawal. Smaller exchanges are alright when they are secure and have real support.

Poloniex was among the top exchanges, but there are other trusted ones, such as Bittrex and Binance. They are both safe and don't have any crazy fees or min withdrawal sums. However, bittrex requires ID if one wants to get the coins from the exchange, I think. This isn't a big problem for me, but perhaps you should take it into account before sending money there.
I wouldn't recommend using other exchanges, because very often you will find something like $15 fees for withdrawal or per order, so you should definitely check out these things before choosing the best exchange for you.

Well the best 2 exchange right now and in that order is Binance then Bitrrex then come the rest , That to answer your first question .
And to answer your main issue , I have to tell you since there is huge number  of coins right now based on Ethereum Tokens no exchange ever will disable the deposit and withdraw of Ethereum tokens permanently , They just might have some problems and will re-enable them again ASAP .

The best exchange to me at present is binance but suspension of token deposit and withdrawal was not caused by exchange but ethereum network at as that time.
