You get merit points when someone likes your post enough to give you some. And for every 2 merit points you receive, you can send 1 merit point to someone else!

Yes.... just start the wallet and send... it will show up on receiver end like normal.

I think you have to at least have your balance loaded to send it.

Yes you can send it but I think it won't actually publish the send message on the network until your local blockchain knows that you have ownership of the coins which you're sending. Please correct me if I'm wrong on that someone.
