GPU Memory Clocks Stuck AT 150 when Mininig

Can't mine at all, built a small rig for now specs
Asrcok H110 Bro BTC
Intel Celereon4 Gb DDR4
4 R9 390s
2 Powercolor R9 390s 1 Sapphire R9 390 1 Msi R9 390
Whenever I try to mine it won't mine and the memory clock on every gpu is stuck at 150, core clocks are normal at 1010 as their base. I have the latest 18.3.4  drivers and windows 10
Could this be a hardware issue, software, or driver issue

It is better to reinstall the driver.
