Did you watch the tutorial video?
http://www.youtube.com/watch?v=l9SgoVm16Sw&feature=youtu.be

Also, I don't own one or have any experience with these devices but there seems to be drivers available on technobit's website
http://technobit.eu/index.php?id_product=53&controller=product&id_lang=1

I did read in the HEX16A thread that there's no support for CGMiner on Windows so I don't think the WinUSB drivers are necessary.

I would try deleting the device and driver completely from your computer, reinstall the device and try HEXMiner first and see if that helps

I think i know the problem but i dont know how to fix it.

HEXMiner uses COM ports to connect to the miners.

but the miners dont come up as COM Devices.

Is there anyway i can change Universal Serial Bus devices to COM Devices?

That's due to the WinUSB driver, try what I suggested and report back, it should only take you a minute or two

Does device manager show the driver for the HEX16 as winusb or something else?

Here's some info from 2GOOD

Windows
==========
1. Connect the board - Windows 7 has build in drivers, You need .Net to run the program
2. Downlaod HEXMiner: http://technobit.eu/index.php?controller=attachment&id_attachment=7
(will finish the guide with screenshots)
hint you need proxy Wink

Edit:
Please follow this great video tutorial for Windows 7 All credits to nemercry

no cgminer for windows or at least I can not make it work (4 now), there is a bounty for cgminer for Windows on the Bulgarian Bitcoin forum: http://bitcoinbg.eu/forum/viewtopic.php?f=6&t=377

I'm assuming the "Stratum proxy for Hex miner" download is needed as well
