A 650w psu is more than enough for a 5870 mine is running on a 550. as far as a short circut problem you'd have to be more specific as to what point it reboots at (after post loading windows ect) burning out two cards is hard on a motherboard it's definitly possible you damaged it

If you damaged anything it's the motherboard unforunatly. however since it's booting i'd just check to see if you have a lose connection somewhere near the pci express slot
