testnet and cpu miners or better on dif 1 setups?

for testing purposes on testnet with a whole lot of dedicated cpus - a really low total hash rate - is expecting some sort of indication that a reward is inbound in a low amount of time reasonable? or is it just better to test on something like test net in a box? maybe it's my setup but i've been watching logs a long time now and nothing
