Is this real, a joke, or a dream ? If the first I'm missing the reference where this passport is actually accepted, if the third then I'm missing the indications, if the second I just missed it.

None of these. It is a project idea as written in the title.
But if it is easier to understand for you in this categories then:
real - it could become
joke - may be for you
dream - for many people

Yes. Cool idea. The cheapest emergency solution for people in need. Only 0.02 NMC.

i love the idea. i actually heard of such idea once before cryptos were live, but im saying namecoin is best for it.
