I would like to purchase bitcoins but I cannot find a way to do it, since I happend to live in Turkey.
There is only 1 official website but they charge over 2000 YTL for 1 bitcoin (1000 usd) by wire transfers. This is excluding fees. rip of!!
I hope someone can tell me a way to fund an online wallet or exchange site (like btc-e) with creditcard or paypal.

You can buy bitcoin using different ways, for example p2p via localbitcoins...
I prefer that you ask this question directly to the Turkish community here
