Creating New Canadian Exchange ~ Cost Analysis

So what would be involved in starting a new exchange in Canada?

There is only one (virtex) that people are really willing to use.

I like the idea behind mcxnow and I would want it to support alts.

Can someone give me a run down as to what would be involved in starting a new alt-coin exchange.

I have the opportunity to get tens of thousands in grant money where I live for starting a new business.
