Why not instead of looking for people to promote your ICO (and wasting your time honestly) you should just work on your project until it has a minimum working product or what they call min viable product (MVP). Then, publish your ANN post here, introduce your project and talk about it. Answer questions from an interested community, take the discussions forward. It takes more time but it helps build your product stronger, your ideas better,,, then you have a better foundation for ICO.

You need someone who is really competent and professional in doing management. A good team and a good managers can provide a good capability to your project. I suggest to you that you should never try to find a cheap thing, believe that the price will be comparable to what you will get. Many people you can choose and I am sure that there will be users who do have a good quality.

Advertising always costs a little money. So for a part of ETH, I can certainly advertise in my accounts) And it's just unlikely someone will advertise an unfamiliar project.
