Read the newbie readme (at the top of this section). You need to make 1 post and wait 4 hours until your account is unlocked for posting/replying in other forum sections.

When you first sign-up, you can only post in the newbie board and the local boards.
After making your first post, and waiting for 4 hours, you are free to post anywhere.
