of course not.
they could be considered as a whales because they can control the market as their wish,
for example Bill Gates.
he has around $90 Millions.
with that money he can manipulate the market as his wishes,also do you think only him who has that much of money ?
so holding is not the reason why they could manipulate the market.

The markets for most new coins is super thin. 

This creates the possibility of large swings in price and allow large holders to control the market to an extent.


To be a whale in the established cryptos requires millions of dollars.

To be a whale in the new coins only takes thousands.
