- Watchdog ICOs exit scamming; ERC20 token wallets getting emptied via smart contract bugs; people dying in token sale publicity stunts: the world of ICOs has become so bizarre it’s impossible to tell what’s real and what’s satire. As a glimpse into the events of the past week shows, there’s never a dull day in ICO land. Nor is there a sane one.

- Following reports of six publicly listed companies launching their own cryptocurrency exchanges in Japan, three other firms listed on the Tokyo Stock Exchange have announced plans to enter the space with various crypto offerings.

- In recent weeks, the peer-to-peer (P2P) bitcoin markets of several Latin American markets have produced record-breaking volume, with the Localbitcoins markets of Chile, Peru, and Venezuela producing all-time highs for trade volume in recent weeks when measured in local fiat currencies. The Canadian markets have also produced a dramatic spike in volume – recently setting new all-time highs for the number of bitcoins traded for CAD on Localbitcoins.

Colombian Banks Shutter Accounts of Domestic Cryptocurrency Exchange
Colombian banks have closed Buda.com’s accounts, Alejandro Beltran, CEO of the cryptocurrency exchange, announced. Banks Bancolombia, BBVA and Davivenda have all closed Buda.com’s accounts, according to infobae.com.

The country’s Financial Supervisor previously sent a notice warning financial institutions about using their platforms to support cryptocurrencies. The letter from Jorge Castano Gutierrez, Colombia’s financial superintendent, said the entities under surveillance are not authorized to intermediate, guard or invest with these instruments.

Beltran said the notice was a warning and did not require action.

Other cryptocurrency platforms such as BitINKA and Panda Exchange have not reported such issues.

Bitcoin Mercantile Exchange (Bitmex) released proprietary research reportedly geared toward their VIPs. Researchers find bitcoin core’s (BTC) deflationary aspects interesting for speculation and as a “payment system,” but predict it will ultimately not usurp government paper, describing the BTC phenomenon as simply a “useful niche,” and those who “think Bitcoin would result in a more prosperous economic system” as “naive.” It’s a strange position to take as a bitcoin exchange.

Lithuania Issues Guidelines for When ICO Tokens Are Securities

Lithuania's Ministry of Finance has issued guidelines on initial coin offerings (ICOs), outlining when cryptographic tokens would be viewed as securities and how each aspect of a token sale should be regulated by different laws in the country.

According to the document published Friday, a defining feature in the recommended framework is whether a token "grants profits or governance rights" to investors who obtain the token through an ICO.

Science fiction writer Ken Liu has written an important short story, Bizantine Empathy, weaving as central to the narrative cryptocurrency and distributed ledger technology. Finally, crypto breaks out of its ghettoization in popular fiction, where it has been the plaything of terrorists and drug dealers, and instead has been used as an elegant background to a larger point. We caught up with Mr. Liu to ask him more about his motivations for bringing such a technical topic into the science fiction community.

Tongue ICOs and Financing Blockchain Projects  Tongue

A new mechanism for financing innovation: seigniorage.
Most blockchain projects are open source and therefore free to use. Despite this, developers of open-source blockchain projects can reap large financial rewards thanks to a novel class of assets, called cryptotokens (or cryptocurrencies).

UK Financial Watchdog Tells Banks to ‘Enhance Scrutiny’ on Crypto Clients

The United Kingdom’s financial regulator and watchdog has urged bank CEOs to follow good practices to lessen the risk of financial crimes brought on by the abuse of cryptocurrencies.

In a letter [PDF] addressed to domestic bank CEOs, the UK’s Financial Conduct Authority (FCA) specifically urged financial institutions to ramp up their scrutiny of clients who ‘derive significant business activities or revenues from crypto-related activities’. These clients include cryptocurrency exchanges, individual clients seen to be trading cryptocurrencies and companies that launch or participate in initial coin offerings (ICOs), a radical new form of fundraising powered by cryptocurrencies.

Classifying cryptocurrencies as ‘cryptoassets’, the FCA suggested they can be ‘abused’ due to their potential for anonymity that can enable financial crimes.

The FCA’s recommended measures include ‘carrying out due diligence on key individuals in the client business” and engaging with those clients to ‘understand the nature of their [crypto-related] businesses and the risks they pose”. Further, the watchdog also called on banks to ensure that ‘existing financial crime frameworks adequately reflect the crypto-related activities which the firm is involved in.’
