I'd like to exchange about 20$ worth of bitcoins online for USD. I'd like to withdraw the money to my paypal account (preferrably) but if that can't be done safely another means of exchange will work fine.

Localbitcoins.com into bank account. They use escrow so it's your protected.

Try and look for Dwolla exchanges on Local Bitcoins. Its the closest you'll ever get to something like paypal.
