Any idea if 1200W will be OK for 4XR9 290 rig? I know for sure 1250W is enough and stable but don't know if this 50W would be crucial. Thank you!

1200W means nothing. Some PSU claiming a 1200W output will actually burn when you ask for more than 600W.
Some others will provide you with 1400W easily without overheating.

So, what PSU exactly are you looking at?

The only one I could find on the market here - Thermaltake Toughpower. And it is just $200!

This should be ok, but the PSU will be probably be close to its limits.
Can't you get Super Flower on your local market?

Something like http://www.super-flower.com.tw/products_detail.php?class=2&sn=16&ID=94&lang=en ?

Nope. All popular mining cards are gone and all PSUs over 1000W are also because of the mining fever. Of course in 1-2 weeks there will be supply but I would like to mine now. Smiley

200-300 is NOT uncommon for a quality power supply.  In fact, the PSU is VERY important, and is likely to cost the same as one of your video cards.

Seasonic 1250 has really good reviews regarding power draw, and will support your GPUs.

However... I'm currently working on a project that may reduce the cost of powering the GPUs to about $50 per 1000.   Grin so Stay tuned...

That is what I was saying - $200 for this kind of PSU is a great offer. I saw today same mining rig (4Xr9 290) working flawless with Seasonic 1250W. So I would gladly give $400 for this PSU but I called like 20 shops and all were out of stock.
