Look at http://bter.com

This poorly looking message doesn't sound good:
"Bter.com for server upgrade, please do not go away, come back soon, sorry for the inconvenience to you.
Email: support@bter.com
Phone :0531-88818767
Manwei Technology"

ps. this is after google translation.
