Possibly some private pools, but no datacenter clouds yet.  Expect some to come out once the new scrypt ASICs come out though.

Quite a lot of people using cex.io. It might be worth it if you get quite a few referrals, otherwise I'm not so sure.

Yes, that's correct. cex.io, cloudhashing.com are for SHA based mining. I am looking for similar services for Litecoin mining.
