has/does the QT wallet always used change addresses?

i have noticed that when I send some BTC a change address is not used

is there a flag to switch this on and off?

If you are sending the exact amount in an address then there won't be any change and no reason for a change address. Mind posting the transaction ID so we can check?

If you don't spend an entire input, you need to send change somewhere.
There is no way around that.
So I'm not sure what you mean with "always use change addresses".
