Bitphone idea (like e-mail thread) but w cell phones also - for telemarket/spam

So I was reading a thread about possibly intergrating a process where certain e-mails or spam would cost .00001 btc or something just to be sent to your e-mail.

So the idea is, what if a Bit cell phone or bit home phone network can do the same thing except that any telemarketer or number not listed that calls your house or cell, wouldn't be able to call you unless it paid you .00001 btc?

wouldn't the telemarketers have to use this bitphone service in order to be charged that rate?
