You can use Quarkcoin Block Explorer to view transactions. However, it cannot be used to verify addresses for now, but that function is coming soon.

Unfortunately, you will have to create your paper wallet manually.

A safe way for a non-techie person to create a paper wallet is the Piper paper wallet printer.  It's completely offline and will print Bitcoin and Litecoin paper wallets, and it will also let you plug in a USB and copy the keys to that as well.  Their site is piper.pw.
