Maybe the concept  is being discredited. Merits should not be given away, they are an indication of a good post, and therefore they should be awarded.. Also I think a lot of members went mad in the initial merit euphoria, and gave away merits without much consideration. The merit system has settled down a bit, and it seems to be working much as it  was intended.
