Hey there! Okay so hypothetically, if I ran a company and we built an app for Android, and one of my competitors was not doing so well with one of his apps and I wanted to develop the app as my own, could I "Buy" the app ownership and source code from my competitors to develop and market it further as my own? (of course giving credit where its due)

Yes in fact that's completely normal and happens all the time, I'm no lawyer though so you'd need one to work out the details with their lawyers but it happens a lot in software.
