It seems legit to me.  I received my first payment today!  I just joined in,  it's not my creation. You risk your money and have a chance to gain like ten or hundred times more if you promote it. You have a chance to receive something even if you do nothing by chance.  A lot better than lottery or casino if you have good communication skills ...

Of course for every site that want make many people join it, they will pay at the beginning they started but it not the proof they not scam until a few days or weeks after the first payment.
