Cannot change avatar?

Tried to use a custom avatar; wouldn't work. Tried to set Bob Marley as my avatar from the presets; wouldn't work. Is this a glitch in the site or do I just not have permission yet?

I think changing/setting avatars has been disabled for the time being due to security reasons, it's not just you.

There's always about five threads on the first page about this. It was disabled temporarily as a security measure.
