Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

Well, in solo mining you're get the 50 coins directly. They aren't being sent to you.
So, I assume there wouldn't be a fee.

I could be wrong.

I think he is talking about mining pools that accept free transactions.  I'm pretty sure there are a couple, or at least there were before.

The Free transaction relay policy wiki page looks out of date.
