What are you buying? I don't know what Eve Plex is? Is it a subscription to a game?
Its both that and an ingame item. A PLEX stands for Pilot License....something....something. Basically, you can get a plex and get a month of time in game, or give it to your buddy or just sell it. This is a legal way to buy ISK in eve. By buying one plex for like $15 and then selling it in game will net you some nice isk.
If you have an account, they will give you 4 hours of free time to apply the plex to your account.
As to why game cards cost more? Well the merchant has to make money too.
