It has to be 4 hours since your first post, I think.

You need wait 4 hours after 1st post, not 4 hours Total time logged in

Im told by a friend you need 5 posts in the newbie section, took me ages to sort that out even after going through the help section which does not contain this info or any contact information, you cannot even send a pm to a moderator to find this out.

You have to post then wait 4 hours. Also, I'm not sure, but there might be some requirement about how long/meaningful that one post is. Not sure about that though.
